Architectural Excellence : For this project, Williams Scotsman was to provide a modular building to be used as a Bio-Safety Level 3 laboratory and needed to comply with all BSL-3 requirements as defined by the B.M.B.L. CDC/NIH 5th edition. This laboratory will be included in the Centers for Disease Control and Prevention’s (CDC) Laboratory Response Network as part of the Homeland Security Department’s efforts to ensure an effective laboratory response to bioterrorism, helping improve the nation's public health laboratory infrastructure. The challenge to fabricate the facility off-site within one single modular unit was accomplished by teaming with Germfree Laboratories in Florida. This facility was designed to supplement the existing Level 2 laboratory at the County’s Public Health Services with minimal impact to ongoing activities. Data, security, communication, building systems management and alarms were all integrated into the existing master system.
Cost Energy Effectiveness : Funding limitations, along with a project schedule dictated by the funding entity, lent itself well to modular construction. By doing as much of the work offsite as possible, the cost of CA prevailing wages required onsite were kept to a minimum. By fabricating the laboratory in a controlled environment with adjacent testing equipment, all systems were pre-commissioned in a “Factory Acceptance Test.” Thus, commissioning onsite was reduced to a fraction of the time needed for conventional laboratory construction. The HVAC system was served by a 10-ton Legacy chiller with an EER rating of 10.1. Redundant backup power was supplied by an emergency generator and equipment-specific UPS systems. The design-build delivery method allowed the project team to meet the rigorous requirements of a BSL3 while at the same time successfully address the funding limitations and specific needs of the client.

Technical Innovation : The interior walls and ceiling were built using Arcoplast® welded panels suitable for gas and vapor phase decontamination and routine wash-downs. Counters were constructed of stainless steel with welded-in sinks. Powder Coated Aluminum was used on the casework and cabinets to minimize transport and install weight and provide resistance to various decontamination chemicals. Class II bio-safety containment devices were provided along with a double-door autoclave to pass materials from the lab into the entry room for removal upon exit. To ensure containment, all three entry doors were interlocked so that the doors could not be opened simultaneously. The HVAC system uses redundant exhaust fans with double HEPA filtration, each operating at 50% but capable of autonomous operation, increasing efficiency. The HVAC system was integrated with pressure controls, monitors and alarms suitable for BSL-3 operation, maintaining proper pressure differentials in designated areas.
