Architectural Excellence : This new building was designed and constructed as office and engineering space to support the final systems integration and flight test activities for the Multinational MEADS Air Defense Program. Due to the remote location of White Sands Missile Range, the design-build team chose off-site fabrication as the means to construct the building and its components. With the temporary, utilitarian mission of the building, a low maintenance exterior that blended well with the surrounding structures was required. A 26-gauge high-rib steel siding with a 20-year finish was chosen along with a white single- ply membrane TPO roof for heat reflectivity. The building’s interior provides 17 individual offices, a large conference room, data/communication room, break room, restrooms with shower, and janitor’s closet. In keeping with the low maintenance theme, the interior finishes consist of vinyl covered gypsum wallboard, carpet tiles and static dissipative resilient tile in the data area.
Cost Energy Effectiveness : The building is designed for compliance with the 2006 International Energy Conservation Code. Insulation values incorporated into the structure were R-30 for the floor, R-19 for the walls and R-30 for the roof. As mentioned in the Architectural section, a white TPO single ply membrane roofing material was used to aid in heat reflectivity which is extremely important as White Sands averages over 295 days of clear skies annually. The electrical system utilized 480/277 3-phase electrical service providing saving to the user on their HVAC and lighting loads. High EER heat pumps utilizing R-410A refrigerant were also installed.

Technical Innovation : The facility was installed on a heavily reinforced 9” concrete slab to isolate the building from seismic movement associated with nearby live ordinance testing. To help achieve this stability, dry-stack block piers were substituted with 24” x 24” concrete plinths comprised of steel reinforced fully-mortared cmu piers connected to the slab with #6 dowels and #3 horizontal ties. The building was built to meet Anti-Terrorism/Force Protection compliance utilizing a unique fragment retention film applied to all glazing panels. Since the building is a temporary structure, LEED compliance and certification was not required, however sustainable construction practices such as recycling and use of recycled materials were incorporated into the factory construction.
